Mrs. Laksmi Dhewanthi is a government official with 19 years of experience in the field of environment and sustainable development. She is working in the Ministry of Environment of Republic of Indonesia as Assistant Deputy Minister for Incentive and Environmental Fund. Her responsibilities include development and implementation of various economic instruments, i.e. fiscal and financial incentives schemes and natural resources accounting as well as trade and environment. Since 2002, she has also been in charge in managing environmental soft loan schemes, a financial assistance scheme for environmental investment targeted to Micro, Small and Medium Enterprises (MSMEs), which for that task Mrs. Dhewanthi has been working closely with various financial institutions. Prior to the current position, she has been responsible for various tasks within the ministry.

The tasks have been within the field of environmental impact assessment and auditing scheme, standardization and cleaner technology, and international cooperation. Mrs. Dhewanthi lectures many environmental related training courses and has profound expertise within the fields of policy analysis, strategic environmental assessment (SEA) and environmental management system. She also has been extensively participated in various international environmental conference and seminars

Dr. Thumrongrut Mungcharoen (Thailand)

Dr. Thumrongrut Mungcharoenis an Associate Professor of Chemical Engineering Department at Kasetsart University. He obtained his Bachelor of Engineering with honors from Chulalongkorn University and PhD from the University of Texas at Austin, USA. He had 2 years experience as a technical engineer at Toray Nylon Thai Co., Ltd. and 2 more years as a lecturer at Chemical Technology Department, Bangkok Technical College. After that, he has been teaching at Kasetsart University.

He has been involved extensively, more than 15 years, as a consultant/ expert in several projects on cleaner production, 3Rs (reduce, reuse, recycle), life cycle assessment, and eco-design for Thailand Environment Institute (TEI), Federation of Thai Industries (FTI), United Nations Industrial Development Organization (UNIDO), United Nations Environment Programme (UNEP), Asian Productivity Organization (APO), Asia-Pacific Economic Cooperation (APEC), Economic Research Institute for ASEAN and East Asia (ERIA), and other organizations. At present, he sits in several national committees including advisory board of the Industrial Environment Institute under the FTI, committee on Science Technology and Innovation on Climate Change, executive committee on Thai Green Label scheme, expert committee on Government Green Procurement policy promotion. His teaching and research interests are focused on Cleaner Technology, Recycling, Life Cycle Assessment, Eco-Design and Risk Analysis. He has more than 170 technical publications. Representative awards he received are Fellow Award from Petroleum Institute of Thailand in 1999, Outstanding Person- Academic Award from Kasetsart University in 2000, Best Presentation Award from Thai Institute of Chemical Engineering and Applied Chemistry in 2007, and Outstanding Person-Academic Service Award from Kasetsart University in 2010.

He is one of the key persons who initiated the "Cleaner Technology Internship Program" in 1997, "Thai National Life Cycle Inventory Database" and "Thai Green Design Network" in 2007, "Pilot Project on Carbon Footprint of Products and National Scheme of Thai Carbon Footprint Label" in 2009, and "Pilot Project on Carbon Footprint for Organizations" in 2010. He is currently also the Director of Sustainable Environment Program and the Chairperson of Energy and Environment Cluster under NSTDA, Ministry of Science and Technology, Thailand.

Ms. Tan Suat Eam, a resident of Malaysia, is currently Chief Operating Officer, Adant Management Sdn Bhd, Director for Corporate Affairs at Adant Logistics Sdn Bhd and is a Senior Consultant for Environet Sdn Bhd. She is currently a Council Member of ENSEARCH Malaysia, a Member of Board of Trustees of the Asia Pacific Roundtable on Sustainable Consumption and Production and is a Steering Committee Member for the Prime Minister's Hibiscus Award (Environment Award) for Industry & Business.

She has been a member of the Malaysian Department of Environment's Sustainable City (Bandar Lestari) Competition and is a member of the Panel of Judges for Petaling Jaya City Council's Best (Sustainable) Neighborhood Competition. Her work experience has been vast - in various aspects of Ozone Management/Phase-out of CFCs, air pollution monitoring and control, water pollution monitoring and control, environmental impact assessment, environmentally hazardous substances, solid waste management, scheduled waste management, cleaner production/pollution prevention, green productivity, waste minimization, environmental management systems, environmental audit and the Clean Development Mechanism. She graduated in Chemistry from The Science University of Malaysia, Penang, and holds a Diploma in Management from the Malaysian Institute of Management. She has also undergone training in Air Pollution Control, Environmental Management Systems, Environmental Auditing and Environmental Performance Evaluation.

She was also part of the Research experts for the Sustainable Public Procurement and Ecolabelling Project (SPPEL) under a UNEP and APRSCP agreement tasked to develop a feasibility study for the regional ecolabelling cooperation in the ASEAN+3 region.

Mr. Sena Peiris (Sri Lanka)

Eng Sena Peiris is a Mechanical and Industrial Engineer residing in Sri Lanka. He graduated with Bachelor of Science of Engineering (Hons)degree and has 35 years experience in the Sri Lankan industrial sector.

Starting his carrier in 1974 as a mechanical engineer at Sugar industry, Eng Peiris became the chief engineer of sugar industries in 1977. He later served in Textile, Petroleum, Plastics fields holding several key positions from Chief Engineer to General Manager. He specializes in Thermal Energy and Environment. He is an Authorized Inspector of Pressure vessels and a certified energy auditor. Eng Peiris has a post graduate diploma in Industrial Engineering and one of the pioneering cleaner production (CP) consultant in Sri Lanka. Having followed a CP auditor training program he served as a consultant to industries on CP. He also is a certified ISO 14001 EMS auditor/consultant. In 2002 he became the first Director of National Cleaner Production Centre and serves in that capacity to date. Eng Peiris was the president of Cleaner Production Professionals' Forum of Sri Lanka, ISO 14001 EMS Users Association of Sri Lanka, and executive board member of Sri Lanka Energy Manager's Association (SLEMA).

Dr. Shun Fung (Anthony) Chiu (Philippines)

Dr. Anthony Chiu, a resident of The Philippines, works in the fields of Sustainable Consumption and Production (SCP), Operations Strategy, and Eco-Industrial Development (EID).

He has conducted EID workshops for 30 governments with United Nations Environment Programme (UNEP), United Nations Industrial Development Organization (UNIDO), United Nations Economic and Social Commission for the Asia-Pacific (UN ESCAP) region, InWEnt (Capacity Building International, Germany), Asian Productivity Organization, and other international organizations. In 2002, he led the writing of the Asia Industry Paper as input to the UN World Summit for Sustainable Development (WSSD) in Johannesburg. Anthony first experienced an EID project at UNDP in 1999, and pursued this discipline. His latest works include the UNEP kit on SCP and EID, and evaluation of China's circular economy – the PRODEV project.

A professor or jury member in several international universities in Europe, Australia and Asia, he has also served the Philippine government as Pollution Adjudication Board Member; and as editor of journals including the Journal of Cleaner Production and Progress in Industrial Ecology. Anthony holds BS Mechanical Engineering, MS Industrial Engineering, and Doctor of Business Administration degrees, and graduate certificate in Cleaner Production.

Dr. Chaiyod Bunyagidj, a resident of Thailand, has been working in the fields of Sustainable Consumption and Production (SCP), Corporate Social Responsibility. He has implemented Cleaner Production, Green Labeling and Life Cycle Assessment in various sectors both in Thailand and in neighboring countries. Dr. Chaiyod holds his Ph.D. in Chemistry from The American University, Washington D.C., USA. He was previously the Vice president of Thailand Environment Institute and he has 8 years of experience working as a director.

He was also part of the Research experts for the Sustainable Public Procurement and Ecolabelling Project (SPPEL) under a UNEP and APRSCP agreement tasked to develop a feasibility study for the regional ecolabelling cooperation in the ASEAN+3 region.

He is one of the founding members of APRSCP and functioned as the executive secretary in the initial period.

Mr. Nihal Rajan Cooray (Sri Lanka)

Mr. Nihal Cooray, a resident of Sri Lanka, is a Mechanical and Industrial Engineer with Sri Lanka experience in the Sericulture (silk farming), Cement, Builders Hardware and Agricultural Implements manufacturing, Plastic Injection Molding & Extrusion and fastener making and Zambia experience in Plastic Film and Bag manufacturing. He has training in Metal Finishing, Die and Mold making, Heat Treatment and Energy Management. During the last 18 years he has provided consulting, training and technology transfer Small-Medium Enterprises (SMEs) every part of Sri Lanka. He was involved in starting Sri Lanka's first Cleaner Production (CP) unit and was the team leader for UNIDO's Triple Bottom-line Project on behalf of Sri Lanka and UNEP's Greenhouse Gas emission reduction in Industries in Asia and Pacific project. He has also been a National Consultant for both the UNIDO Subcontracting and Partnership Project and Food Safety/Social Accountability Projects in Sri Lanka.

He presently serves on the Board of Trustees of the Asia-Pacific Roundtable for Sustainable Consumption and Production and is a Sectorial committee member of the Sri Lanka Standards Institute.

Mr. Noer Adi Wardojo (Indonesia)

Currently, Mr. Noer Adi Wardojo is the Director/Head of Center for Standards in the recently merged Ministry of Environment and Forestry, Indonesia, the Ministry that leads Sustainable Consumption and Production (SCP) in the country. In the Ministry, he also leads the ASEAN Forum on SCP and the Consumer Information Programme of the 10 Year Framework of Programme on SCP.

Mr. Wardojo holds a Bachelor of Engineering degree in Engineering Physics in Indonesia and a Master of Science degree in Environmental Management and Policy from USA. He is the Vice chair of ISO/TC 207/SC 1 Environmental Management Systems, which is responsible for ISO 14001 standard, requirements for environmental management systems, and supporting standards/guidelines since June, 2005.

He is the leader of ISO/TC 207/SC 7 Greenhouse Gas Management, AHG GHG Measurement & Monitoring Methodologies from July, 2001. ISO/TC 207/SC 7 is responsible for international standards for GHG management, including ISO 14064 for GHG accounting, ISO 14065 Validation/Verification Bodies, Carbon Footprint of products and organizations. It is currently preparing New Work Item Proposal for Good practice guideline for GHG measurement & monitoring methodologies. He is the chair of Indonesia Certification Scheme for Competency of Environmental Impact Assessors from 2009 to Present. From 2011, he is the chair of Indonesia Certification Scheme for Competency of Environmental Auditors. He is a member of several local and international affiliations. From 2011 to present, he is a member of Indonesia Team for UN Conference on Sustainable Development, "Rio+20" and also he is a member of Indonesia Certification Scheme for Green Building. From May, 2012 he is a member of the committee (Environment) in Ikatan Auditor Teknologi Indonesia (IATI)/ Indonesia Technology Auditor Association.

Dr Ms. Meenakshi Kakkar (India)

Meenakshi Kakkar is a Sustainable Development and Environment Management specialist with extensive knowledge and experience of developing and administering tools such as environment impact assessment, environment management systems, life cycle assessment, Biodiversity conservation and sustainability reporting in the metals and mining sector in India. Meenakshi has been a member of the APRSCP since the 1990’s.

Meenakshi started her professional career as a lecturer in Botany at the University of Delhi. She later moved to the Ministry of Environment and Forests, New Delhi as a cleaner production and EIA specialist

She was selected to join the steel industry in the early 1990’s, where her pioneering efforts led to the establishment of one of the first environment departments in the Indian industry. She has served as General Manager in charge of the Environment and Sustainability Department at SAIL, the largest steel and mining company in India for well over two decades.

She has worked with UNIDO, UNESCO, UNEP, APO, UNDP, GRI, GIZ WRI and the World Bank on wide ranging SCP issues such as LCA, Cleaner Production, energy efficiency in the rerolling mills, Sustainability reporting, Eco-restoration of degraded areas and PCB management in the steel sector. She has also served as a business constituency member on the prestigious Stakeholder Council of Global Reporting Initiative (GRI) for six years. Her recent collaboration with GRI led to the establishment of the Business and Sustainability Consortium in the Indian industry.

She was nominated in 2011 by the Government of India to serve as a Board member at the Central Pollution Control Board, which oversees pollution control and cleaner production strategies in India. She has been honoured with several awards by the Indian Science Congress Association, University of Delhi, SAIL and other prestigious agencies. Widely travelled, she is a sought after speaker on SCP and cleaner production in India and abroad. Meenakshi Kakkar holds an M.Phil and a Ph D in environment management from the University of Delhi. She is also a gold medalist at the post graduate level from the Delhi University

Mr. Rajan R. Gandhi (India)

Mr. Rajan Gandhi is the founder and CEO of Society in Action Group (SAG), a research and advocacy non-profit NGO, which works mainly in the areas of Sustainable Consumption and Production and Corporate Social Responsibility. In his individual capacity recognized as one of India’s leading experts on Sustainable Consumption and Production, he works as a Consultant to UNEP (Divn of Technology, Industry & Economics) on SCP.

His NGO has organized 3 Indian Roundtables on Sustainable Consumption & Production on behalf of UNEP and the Ministry of Environment & Forests and several other Conferences and Workshops relating to the subject.

He is a Board member of the Asia Pacific Roundtable on Sustainable Consumption & Production, on the Advisory Board of Privacy International and on the Global Credibility Principles Steering Committee of ISEAL Alliance. He has also been a consultant to GIZ India on SCP and has co-authored two books: an SCP Manual for policymakers in Asia Pacific (published by UNEP) as well as Sustainable Public Procurement – Policies and Practices in the EU and India, published by the European Union.

Under an APRSCP and UNEP Agreement in 2014, he was the lead project coordinator for the Sustainable Public Procurement and Ecolabelling Project (SPPEL) specifically tasked to develop a feasibility study for the regional ecolabelling cooperation in the ASEAN+3 region.

He has also authored special position papers, most notably on the Indian Eco- labelling Scheme. He has served on several committees of the Indian Ministry of Environment & Forests, Ministry of Consumer Affairs, the Bureau of Indian Standards and Ministry of Tourism. He is also a founder-member of the South Asia Forum on Responsible Business. Earlier, Mr. Gandhi served in the private sector for over 33 years where he worked in the areas of sales, marketing, market research, purchase and corporate planning. He switched to the voluntary sector in 2000 at the apex of his career in the private sector, when he was Marketing Director of a garment accessories manufacturing unit.

Mr. Hoang Duong Tung is the Vice Director General of Vietnam Environment Administration (VEA), Ministry of Natural Resources and Environment, Vietnam. He obtained his Ph.D. from Hanoi University of Technology, Vietnam, in Environment Technology.

He has 7 years of experience as a researcher in Computer Centre in Ministry of Defense, Vietnam and also another 3 years as a researcher in Computer Division, Ministry of Science, Technology and Environment, Vietnam. After that he has 5 years of experience as the Vice Director, International Cooperation Division, Center of Science, Technology Information and Documentation, Ministry of Science, Technology and Environment, Vietnam. He possess another 6 years of experience as the Vice Director, Database Management Division, National Environmental Agency (NEA), Ministry of Science, Technology and Environment, Vietnam.

  • From 2002 to 2004 he worked as the Director, Office of Data and Information in Vietnam Environment Protection Administration (VEPA), Ministry of Natural Resources and Environment. After that he obtained 6 years of experience as the Director, Center for Environmental Monitoring, Vietnam Environment Protection Administration (VEA), Ministry of Natural Resources and Environment (MONRE). And he involved in;
  • National Environmental monitoring system management (network development, monitoring procedure guidelines, QA/QC, monitoring data…)
  • Preparation of state of environmental report to be submitted to National Assembly.

Mr. Darrell J Reeve is an Australian by Nationality and he is the Managing Director and a consultant in Cleaner Production Australia since 1995. He became a chartered professional Engineer in 1990. He qualified as an Environmental Auditor from EPA Victoria in 1994. He is an Associate in Victoria University for Inst for Sustainability & Innovation.

He has 10 years of experience in Tioxide Australia, who is a manufacture of titanium dioxide pigments. And also he holds 20 years of experience in two multinational metal finishing supply houses: Atotech and Enthone/OMI as National and Asian Technical Manager. He was a principle consultant on waste minimization in EPA Victoria for 4 years.

Apart from that, he is a registered Consultant to UNEP, UNIDO, APO and other consortiums. He works as a Cleaner Production lecturer/supervisor in Victoria University; international marketing; supervision of R&D Master's and PhD projects. Moreover he is an Enviromental Consultant to several organizations including:- Australasian Institute of Surface Finishing, Victoria University (ISI), Department of Business & Innovation Victoria, Habitat Trust, Habla Brick Kilns,, Green Equity (Vietnam), Polytech Resources (R&D), Floating Islands, EnviroInsights Consulting (China), Creative Water Tech, CCTechnologies, SFCHINA Expo & many SMEs.

Ms. Ambreen Waheed (Pakistan)

Ms. Ambreen Waheed, a resident of Pakistan, is among the pioneers of corporate responsibility (CSR) and workplace process integrity there. She is the Founder and Executive Director of the Responsible Business Initiative, Pakistan's only citizen sector organization dedicated to corporate responsibility.

She has served on: the Board Nominating Committee of Global Reporting Initiative; the Steering Board UN Global Compact in Pakistan; the Securities and Exchange Commission of Pakistan (SECP) Governance Taskforce; and the Board of Trustees – Asia-Pacific Roundtable on Sustainable Consumption & Production. She is a founding member of: Asia-Pacific CSR Centers Group; the South Asia Alliance for Responsible Business; the Asian Forum on CSR; Fairtrade Pakistan; and the Globally Responsible Leaders Initiative of the Global Compact Learning Forum & EFMD.

She has been invited as a CSR expert on the ICAP Corporate Governance Committee; SECP NGO Accountability Policy taskforce; the UNCTAD ISAR committee; the Accountability-UNEP Review Committee; Asia-Pacific regional ICT consultation. She has served the juries for the Asia Forum CSR Awards; and the ACCA-WWF Environmental reporting Awards. She Chairs the Global Reporting Initiative (GRI) Emerging Markets Working Group.

Ambreen is the author of Pakistan's first CSR status report commissioned by the UNDP and SECP, xxx, and is co-author of Account Ability's State of Responsible Competitiveness 2007 launched at GC Leaders Forum in Geneva. She has taught at ESSEC-France, and in the USA at the University of Michigan and the Wharton Business School. She has a Computer Science degree and Management degree from the Judge Institute, Cambridge University-UK.

Mr. Virasack Chundara previously worked as the National Project Coordinator of Lao National Cleaner Production Program since 2005 until 2010 and as a Director of the Lao Cleaner Production Center since 2010. He has master decree in Environmental Management from the University of Tasmania, Australia and Master of Science Engineering - Wood Working Technology former USSR. He has strong experience in industrial environmental management and pollution control for over 15 years. He has worked with various government agencies as a technical team member in the field of law and regulation related to natural resources management, industrial wastewater management, Environmental Impact Assessment, and industrial audits…etc. He was also actively participated in various technical groups to develop laws, legislation and national policy related industry and environment such as: National Policy and Strategy on Water Sanitation in Rural Area in 1994, Regulation on Environment Assessment in Lao PDR, No. 1770/STEA, 2000, Regulation on Industrial Waste Discharge from Industry, No.326/MIH, 2005, Regulation on Environmental Impact Assessment for Industry and Handicrafts, No.1222/MIH., 2005.

Throughout his career, he has laid special interests in various areas of the environmental management such as solid, toxic and hazardous waste management, wastewater treatment systems and technology, energy audits and efficiency in buildings and industries, renewable energy, Resource Efficiency and Cleaner Production (RECP) in the industries.

H.E. Dr. Chhun Vannak, served at the Ministry of Environment as Deputy Director-General for Inspection, the Ministry's Advisor, Chair of the Sustainable Consumption and Production Team (SCP), as Permanent Deputy Director of the Legal, Environmental and Economic Advisory Council, National Focal Point of Cambodia's Sustainable Development and Green Growth.

H.E. Dr. Chhun is currently working as Ministry's Advisor, National Focal Point of 10YFP & SWITCH-Asia, Ministry of Environment. He was previously the Secretary of State; Secretary-General and Member of National Council on Green Growth (NCGG); Ministry of Environment, as well as is in charge of General Secretariat for Green Growth (GSGG). Dr. Chhun is also the Dean of the Graduate School of Management and Economics (GSME) at Pannasastra University of Cambodia (PUC), where he has been teaching economics, management and finance since 2005. In 2000, he earned a Master Degree in Diplomacy from University of Westminster, London, the United Kingdom. After obtaining a D.E.A. degree in International Economic Development and Law from University of Paris 5 in 2001, he achieved a Ph.D. Degree in International Relations and Diplomacy from the Centre D'Etudes Diplomatiques et Strategiques (C.E.D.S) under the auspices of Ecole Hautes des Etudes Internationales (E.H.E.I.) in 2005. In early 2006, he earned a doctorate in Economic Sciences from University of Paris 5.

Mr. Nihal Abeysekera is a Fellow of the Chartered Management Institute, U.K. and a Rubber Technologist. He is the Chairman of the Japan-Lanka Industrial Development Centre, Previous Vice Chairman of the Asia Pacific Roundtable for Sustainable Consumption and Production and serves on many directorates of private and public companies.

A former National Director, United Nations Industrial Development Organization-Sri Lanka Focal Point, Mr. Abeysekera is also a Past President of the Federation of Chambers of Commerce & Industry of Sri Lanka. Other positions he has held include Immediate Past Chairman of the National Cleaner Production Centre, former Chairman of the Ceylon National Chamber of Industries and as a member of several boards of international and national organizations.

Mr. Robert (Bob) Pagan is one of the founding members of APRSCP and has been actively involved with the organisation from the start. Bob is a chemist and biochemical engineer with many years experience in environmental management, including Cleaner Production. After working in pharmaceutical production and ethanol research Bob went on to manage a research laboratory for membrane development with applications as diverse as food production, molasses upgrading, water removal and waste management. After this he went on to research various aspects of waste management at The University of Queensland and was involved in setting up the first undergraduate and master's courses in sustainable development, where he taught Cleaner Production and other environmental subjects. At the university he started a Cleaner Production implementation group, which promoted the concept, domestically and internationally, and worked extensively with industry to achieve sustainability goals, whilst complementing university student needs. This involved carrying out assessment projects in many different fields. Bob has worked throughout Asia and beyond to improve the uptake and scale up of Cleaner Production and Resource Management activities in many industries, specialising in agrifood production.

Ms. Loraine Gatlabayan assumed her consultancy position under the Foundation of the APRSCP where she provides technical and administrative support to the Board of the APRSCP and to the SWITCH - Asia Policy Support Component on Sustainable Consumption and Production (SCP) at the United Nations Environment Programme in Asia and the Pacific. She has worked in the Government, Civil Society Organizations, and Academe focusing on key issues on environment and resource efficiency, climate change, and sustainable development.

She was the Division Chief on Information and Knowledge Management at the Climate Change Commission (CCC) in the Philippines. She was also part of the Philippine Delegation negotiating at the UN Framework Convention on Climate Change. She was in the CCC since 2009, as consultant and Chief Science Research Specialist. Before joining CCC, she served as Director of the Center for Social Policy in the Ateneo School of Government, Ateneo de Manila University, Philippines and lead various regional, national and local projects in partnership with civil society groups and the academe, focusing on sustainable development issues such as biosafety, access rights in environmental decision- making, transparency and accountability, and climate change.

She was also a visiting research associate in the World Resources Institute in 2005. She holds a Masters Degree on Politics of Sustainable Development in Keele University, UK and obtained her Bachelor of Arts Degree in Ateneo de Manila University, Manila.
